.SABER is Saudi Arabia’s electronic product conformity and registration platform, launched by the Saudi Standards, Metrology and Quality Organization (SASO). It is mandatory for all regulated products being imported into Saudi Arabia — including those exported from India to Saudi cities like Riyadh, Jeddah, Dammam, Mecca, Medina, and Al Khobar.
SABER works through a two-certificate system. The first is the Product Certificate of Conformity (PCoC) — a product-level registration that proves the product meets Saudi technical standards (SASO, GSO, or international equivalents). The PCoC must be obtained from a SASO-accredited certification body before shipment. The second is the Shipment Certificate of Conformity (SCoC) — a shipment-specific certificate issued for each individual consignment to confirm the specific batch meets the registered product standard.
Without valid SABER PCoC and SCoC, regulated goods will be held at Saudi Customs (ZATCA) and either rejected or destroyed. This makes SABER compliance non-negotiable for Indian exporters shipping regulated goods to any Saudi city.
Product categories that require SABER include electrical and electronic goods, building materials, food contact materials, chemical products, toys, personal care products, textiles with technical standards, and several other regulated categories. Basic food commodities and some industrial raw materials are exempt, but most finished consumer and industrial goods require registration.
